Procurement by the public sector and private bodies in the water, energy and transport sector the throughout the European Community is subject to a complex set of regulations. Although these differ by sector, both provide detailed procedures for awarding contracts that change as new legislation is introduced and court verdicts set new precedents for the interpretation of the existing legislation.

Training in EC Rules

Procurement legislation is complex and continually developing. Two new directives were agreed in February 2004 and other proposals are currently being considered by the EU. To ensure value for money is maintained and commercial benefits are maximized whilst limiting the risk of challenge it is vital that staff are kept up to date.

Achilles are the leading provider of specialist training courses in the management of EC regulated procurement with over 50 courses run each year. Courses are provided at all levels. Some of these are provided on an open basis such as the Introduction to EC, the EC Masterclass, and specialist surgery sessions.

Advice on EC Rules

The interpretation of the rules requires knowledge of the law and developing jurisprudence, and of modern commercial issues in procurement.
